Transport Refrigeration Unit ATCM -- "TRU" stands for Transport Refrigeration Units and the statute was enacted strictly for these units. The statute was originally to take effect 1/1/09 but was suspended by the Federal EPA as they contended CA did not have the jurisdiction to pass this Statute. The EPA reviewed it and then agreed CA did have the right to enact it and CA then set the date of 7/20/09 but, this date was also extended. The pending legislation had caused a shortage of CARB compliant reefer unit diesel engines as well as entire units. The shortage prevented numerous trucking companies from being able to comply and CA realized they may suddenly not be receiving any fresh produce and/or frozen foods so they have set a new deadline date of 12/31/2009.
